Install of 3.1.6 throws warning #879

Describe the bug

When installing v 3.1.6 we see an error on install log:

Installing component UT_DATA_VALUE_ANYDATA
SysEvent=CREATE Owner= UTP3 Name= UT_DATA_VALUE_ANYDATA

Warning: Type created with compilation errors.

Errors for TYPE UT_DATA_VALUE_ANYDATA:
0/0      PL/SQL: Compilation unit analysis terminated
1/34     PLS-00201: identifier 'UT_DATA_VALUE_REFCURSOR' must be declared
--------------------------------------------------------------

everything still installs fine by noticed this

Provide version info
v3.1.6

Expected behavior
No errors should show when installing framework (if possible).
We probably need to fix the order of scripts in the install log.

Resolved in one of PR's.
ut_data_value_anydata was installed twice and the first install was too early on the list.
